exp date on winstrol says june 2004, is it still safe to use? it is unopened

I would never use anything that expired 4 years ago. Especially if your going to inject it into your body. Mainly the stopper may have dried and cracked or.....and let in baceria

It wont get rancid like oil based gear can. If you want to be safer you can inject a small amount and watch for any fever like symtoms. Don't forget you can drink winni and Dbol liquids and that would be safer I think if it is spoiled somehow. Unless it was heated (like sitting in a truck in mexico) it should be ok
