Because I the only person I ever heard say it was from Washington but I assumed that a slang term wouldn't be isolated to one state so I just guessed the general region. Elementary my dear Watson.

I picked that up from my dad and he's from southern/central Cali. But now that you mention it, people around here DO say that a lot
