I haven't read this whole thing through but it looks good. I disagree with a few things I saw..a few generalizations but the only one I really feel is worth mentioning is the one about don't bother lifting weights if you don't have anything other than a 110 pound barbell set and a bench.

If you got something use it. Doing something is always better than nothing. To do THIS routine you need a squat rack that's for sure but to tell someone to sit on his ass when he's got some weights, I don't care if they are concrete covered with plastic, metal, sandbags on the end of a stick, whatever, there are a million things you can do with very simple equipment. You have to use your head and be creative.

With some bodyweight exercises and simple equiptment you could be getting yourself a little more prepared to go into the starting strength routine or something else. If you want to lift you WILL find a way to do it.

I see some serious flaws with it right now. I get around to going into it later. I don't like the organization though, because some very important things that should be in the beginning are left for too late where most people won't read to. There is a lot of irrelevant info that really would only serve to confuse beginners or just make it much longer than it needs to be.
