Default plateau resting question

im not sure if this has been asked before, if it has just ignore this.

ive been reading that when you're at a plateau to take some time off to rest, but my question is, if you don't take the rest, are you not getting stronger? or is it just that the weight you can lift won't go up because your muscles are strained?

might not be your muscles...but could be your central nervous system....sometimes the body just needs a break...i've taken a complete week off and then broken through some plateau's...
