Default T-bar rows

Are T-bar rows good for building weak lats?

They're ok. They certainly won't hurt. But I wouldn't rely on them exclusively. One thing I don't like about them is because of leverage the weight changes to lighter on the way up...so just when I get full contraction the weight is at it's lightest. If you do it the old fashioned way with a barbell the weight will change depending on how far or close your grip is from the plates so you have to try to be consistent with that.

I haven't used them a whole lot so it's just my .02.

What would be the best exercise to build weak lats?

heavy rows and heavy pull ups, I find are the best. Slap that on with some Deads and you are on your way. You don't have to do them all in one sitting but at least two of them and mix and match.

T-Bar rows are good, so are just bent over rows, and like dave said deadlifts. Mix it up every so often and see what your body responds to best
