Get your diet on track first! You'll create your abs in the kitchen dude! Don't worry about cardio, diet first. In my opinion the only need for cardio is stubborn last minute fat loss for a competition or overall general cardiovascular health - shouldn't be your main point of attack to get that six pack. Plus, running can have a lot of issues with leg development hard on your joints etc. hit up an elyptical or stairs. Minimal impact.

Your heart is the muscle that feeds your other muscles, I'd say do cardio every day, cutting fat while building muscle isn't easy, but just get a good healthy diet going and lift heavy, as you build muscle(including your heart) they will need more calories to function, this is where you'll lose fat in my opinion, so run and lift and eat healthy...then tweak your routines as you go along

Default Running

I recently lost 50 lbs, I did a lot of high intensity cardio to lose it quickly. The downside to is is that if you burn too many calories, you start to lose muscle mass. That is what happened to me.

Just start off counting your calories and eating clean, and a lot of lean protein.

Lifting is a better way to tone up, but I recommend doing like 20 minutes of medium intensity after lifting.

Running's great cardio, but rough on your joints. You might look into elipticals as an alternative.

if you need to lose fat... do some running. if you need to gain muscle, just do walking for cardio.
