diet and cardio will slim down any muscle part. Targeting one specific muscle I don't think you can do that without site injections. Not 100% on that, but I think if it's a slim down then everything should come down with diet and cardio.

TALO's Sig:"But when do you actually grow? Well, we don't grow in the gym. In the gym, we destroy. We tear down the body. We only grow when we are recovering. That's right, I said recovery. I see it all the time--people beating themselves up in the gym and not seeing results. They don't understand that hitting the weights hard is only a small part of growing or even cutting down. I could train the same all year round and get big or get ripped just by eating different and taking different supplements"

If a person has genetically large calves (muscle wise) then they're probably going to continue to have large calves. If there is fat on there then like Talo said diet and cardio is the only thing that has a chance.

try having them reduce their bodyfat first.
but i know many girls that have large calves(alot have bigger ones that guys ) anyway there are surgeries to shave the muscle down but other than that if they werent working out to begin with and have large calves its most likely genetic build and theres not really much of a way to slim them down
