If you meant "gut" to grab on to, then it's a question of who you want to be in the mirror. For a novice looking to "cut", chances are you'll end up loosing some muscle and for a minimal amount of dropped BF.

There's no magic about bulking with minimal fat gain. You eat good and healthy meals at the right times. Although not quite as simple as that!

For example, suppose you were to:

1. eat 6 small protein rich meals ensuring you eat 200 grams protein p/day.
2. cut off eating carbs at 5pm on....Veggies are the exception.
3. weight train.
4. 5-6 hours (before or after) lifting do some HIIT like you're doing.

What would happen over time? My vote goes towards slight loss of bodyfat while putting on slightly more muscle. Yes, they both can be done, and more often than not due to very simple changes in your diet/training. It does take a lot of will power to weight lift and do cardio at seperate times in a single day. It's also difficult to incorperate carb cuttoffs and not to pick up a big pretzel smothered in cheese at the mall. :P

However, for your age, it shouldn't be AS difficult as someone who works all day. I'm assuming you're in high school. I'll post a ton of things you could do while in school if you need it.

Ah, forgot one more thing to add. I feel a good "arm" workout is doing heavy pressing and pulling. Trust me when I say that they definately do not need their own day! A few heavy sets in the 8-12 rep range is good to go. Abs can be done every other day. I will say that they are just like any other muscle. Unless you only do 50 crunches a day, they also need a day in-between workouts to rest/recover.
