A couple things I noticed
-At 23, you should be able to hop right into a workout assuming you don't have any pre-existing conditions that would prevent intense physical activity....its not like you're an old geezer (sp?)
-6'4" @ 185 with 15-20% bf is very slim. Instead of trying to do spot trimming of your stomach and pecs (near impossible)...Why not bulk up with some muscle? Putting on muscle IMO would do just as good a job of proportioning that area as cutting would...and probably alot easier!!
I'm assuming your goals are to be active and smoothen out your chest and abdominals...Like Hardgain said, we'll need more info about goals to steer you in the right direction
