I think that is very common. You have shorter distance to travel between body and lockout, but that depends on form. Majority of the time I see it performed with the bar touching the sternum area but every once in a while I see a few doing 'T' position bench which is not good for you and they come to the neck.. Also, if you look at a lot of power lifters that get all geared up, when they lift they arch their backs and it can almost appear as a slight decline press because of the position of their body.
