If your going to do it anyways, whats it matter if its legal or not? I'm not sure about the legality of carrying the steroid around, but the kit is perfectly legal. You can even grab some Ethanol and Isopropyl Myristate from your local pharmacy and make a topical solution (one you rub into your skin). And I'd be careful about ordering steroids from webpages.
