You are abslutely right. Wheat bread and "100% Whole Wheat Bread" are two different things. Matter of fact sometimes wheat bread is nothing much more than white bread with some caramel color. After all, white flour is still wheat flour most of the time.

Another reason they may not bother with it is the sells. A 100% percent wheat bread is going to be a much less soft bread. I know a lot of people prefer a firmer bread for everything but I've a suspicion that people who like subways like the softer rolls. If you combine that with your theory that most people assume it's whole wheat, well.....

But if you like the subs I don't why you need to cut them out entirely. A little bit of non whole grain bread is not going to kill you. Just maybe not 5 times a week. Unless it causes obvious problems for you I wouldn't completely deprive youself of something you like just cuz it fails to meet one criteria.
