To be honest I don't know what the hell a "front shoulder press" is supposed to be. If I'm pressing with a barbell and it's not a push press then I call it a military press. If I'm pressing with a dumbell I call it a dumbell press.
Pressing behind the neck is bad like Wolf and hrdgain said.
The rest of it is a bunch of crapola..there is not 'best' exercise. There are MANY reasons to use a variety.
You really shouldn't have a whole routine just for shoulders. They get worked by every upper body thing you do plus they are stressed by back squats and worked also by deadlift, etc..
