Therein lies the problem. Work every muscle with equal attention and intensity and you'll grow. If you are keeping the rep range no less than 6 reps and no more than 12 and your form is good then it'll come. You might be thinking too critical about yourself. Think about this: If you bench 3 sets at 200 lbs one week, then the next week you bench 220 for 3 sets...You're gaining more muscle to be able to lift that->muscular overload.
