You are correct. I was assuming that since he gave such a lack of information that he is likely a beginner. Hence my reccomendation.
Anyways I guess I should just ask it outright:
What are you lifts at? Do you squat/deadlift?
What is your diet like?
How old are you?
What is your bw? BF%?
Give a detailed description of what your stats are now. This could help anyone trying to give some advice.
