The video is actually footage from "COPS." The Power Pad is a new criminial-detainment device. The suspect in the video is wacked out on Methamphetamines and trying to escape. The Power Pad was first used at Guantanamo Bay... it was so effective that they brought it stateside.

The device does make great paninis and espressos though. The manufacturer actually conducted clinical-studies, demonstrating that Crystal Meth addicts are calm and easier to deal with if they are given paninis and DECAF espressos. Who knew?
