Yeah, CA can be especially bad because of the san andreas fault. Alot of permits and whatnot are there to pay for someone to stamp your drawing, but they're also there to help keep contractors in line and cover the governments ass. I feel for you though, permits can be a long and expensive process, sometimes even rediculous lol.
Back in the 1900s there was something called quality lol. Nowadays with so many fly-by-night contractors, construction quality has gone down the shitter. Connections between members (ie. quality of construction) will make or break a building when an earthquake hits. People building back then knew the area and had seen what the earthquakes in the area had done, so they would build accordingly.
