Doo is correct. It has more to do with neural adaptations made during training.

One of the guys at my gym has been a "powerlifter" for a few years. His training style was geared towards hypertrophy. He started a strength routine a few months ago and he has made massive gains. His muscle density and his overall size hasn't changed much.

The classic example is the newb that has just started lifting. In a month's time, he will make a 20 to 30lb jump in his squat and there will be no outward change in appearance.
