Fat is the most calorie dense macronutrient, so decreasing fat means you'll decrease calories with fewer grams than if you did it with protein or carbs. That's why fat should go in favour of protein, imo. Plus protein is more 'useful' than fat in terms of building and maintaining muscle.

If given the choice of which surplus to cut, barring any type of special diet plan (keto, tcd, etc.), fat would be first to go.
