You need to lift up the carpet and pull out the padding underneath. Shampoo the carpet, it will dry quickly and replace the padding. Jute padding very cheap, just go to a auto upholstery shop and get some. The problem usually isn't the carpet itself, it's the padding. I owned a custom upholstery business for 15 years so I have a little experience.
