Absolutley untrue. By no stretch it is easier for you body to take energy out of muscles.

Reading all this, I'm confused. The word 'cut' has a certain connotation. Fatloss and cutting is not the same thing.

If the OP's bodyfat percentage is too high then it might be sensible to to concentrate of fatloss until the bodyfat is brought down to a better muscle building level. But that would not entail cutting which is too drastic.

My preferred strategy in that case would be to work on building a strength base while the main goal is to lose some fat. Then, when the bodyfat is hovering around 10 to 12 percent (even a bit higher) intake and training can be slowly manipulated to concentrate on building muscle without putting on a lot of un-needed fat.

However, I personally do not see enough information to make that call. He doesn't sound like he has that much fat to me though, I agree with Kevsworld on that.

I don't think that Pirate was suggesting the guy put on a bunch of fat. I don't know but I'm pretty sure he meant to concentrate on building muscle. People use the term "bulking up" differently.

Frankly I am really tired of the terms bulking and cutting being thrown around but meaning different things ten times in ever conversation.

My own two cents because I don't want to just criticize what other people say but not lend my opinion:

To Jakk, I can only go by the information you've provided and the words you used. NO, I do not thing that you should 'get skinny' and then work on muscle. Being skinny will not help you build muscle and neither will being overweight.
