What CC said is probably true, probably genetics. To hit the lower part of your bicep, make sure you're hitting the full range of motion. I don't know your background or anything, but alot of guys don't fully extend on things like curls. A good way to make sure you're extending is to flex your tricep at the bottom of your curl movement.
