Yea it will work as long as he's doing it right. When I am trying to do cardio type lifting I have done up to 250 reps in a set (bicep curls while on the treadmill with super light weight like 8 lbs). When trying to do cardio type lifting do anywhere from 15 reps to 250 reps or even more if you can. You will feel it the next day.
