Everyone loses fat in different places, same way goes for gaining as well. Personally I lose and gain fat in my face, it's the first thing. Just depends on your body type.
Don't get discouraged, keep training and eating well, you're just used to seeing yourself a certain way. Your body will eventually find its balance
