Default Shouldn't this work?

I've built up some muscle, but it's hard to see because of the fat. So I've been trying to "cut" and not seeing any effects. Actually, my waist has gotten a little bigger.

I'm lifting about 5 times a week and doing cardio 3-4 times a week. I'm eating 2500 calories on my heavy workout days, and about 1900 on non workout days. Of calories, 15% carbs, 50% protein and 35% fat. Carbs all coming from oatmeal, brown rice, etc.

No sugars other than fruit. No bad fats, etc.

I am seeing some strength gains, but really want to lose the fat without just switching to all cardio.

Thanks
