Default Bulking Question

Something that's been itching my brain for a while:

"To start a bulk: add 500 to total calories, to maintain bulk: add 200-300 to total calories depending on weight gained each week"

Is that meaning add 200-300 more calories PER WEEK? Or am I greatly misinterpreting this?
