Default Sugar...

I know eating sugar/candy makes you store fat rather than expend it. But, does it actually inhibit muscle growth?

Sugar raises insulin. Insulin is anti-catabolic. Insulin blocks cortisol. Insulin increases N.O. The more calories you take in, the lower your protein requirements are... I don't think it inhibits muscle growth when consumed in moderation. Especially if you have other foods with it...like if you were to have cake after a meal.
