Arnold, answer the question: what are your goals? what do you mean your legs are strong? in what way are they strong? do you squat? do you deadlift? why do you need a bigger neck? what are your stats?

legs should be done 2x or 3x a week by you. and legs = squats and squats = as deep as you can go and that means way past parallel provided you dont have injury or lack of flexibility
