Hey I live in Belgium and was always a skinny kid since I ate very little. I decided to change last year by eating more and lifting weight. I only have access to Dumbbells up to 50lbs each but did the best I could. Now one year later My arm is this

I know it is still extremely skinny and looks flat. Why is this? It doesn't look like it has roundness or peaks is it because of my diet or improper training? Please give me tips on exercises to do thanks.
