Anything that maintains/increases your strength. Nothing special. Usually something low volume that won't overtrain you while eating on a calorie deficit.

What we mean by cutting or bulking? If I'm new to bodybuilding which one I should start on?

I agree. It is usually much better to bulk and then after enough mass is gained then cut.
