A lot of people have bad genetics when it comes to calves. Calves are a pretty unique muscle when it comes to hypertrophy. To get them to grow, you'll probably be better off if you increase the volume to 15-25 reps per set. Also, seated calf raises and standing calf raises work different muscles, so do both. So try doing 4X25 for a few weeks and see if that makes a difference. Keep in mind that you can over train calves just like any other muscle. Your routine is pretty bad also. See if you can find something where you train your muscles twice per week instead of once.
