People are going to hesitate to give you advice in this area. There's just a difference between weight training for speed and weight training for bodybuilding. Nobody wants to sabotage you.

The only thing I know for sure is that you have to train fast. Focus on high-speed, ballistic movements. Training muscles slow will not make you faster, even if the associated muscles are bigger.

As far as a program, you really need a qualified coach or someone with SPECIFIC experience in this area. Sorry I couldn't be of more help.
