Doo is correct. It has more to do with neural adaptations made during training.

One of the guys at my gym has been a "powerlifter" for a few years. His training style was geared towards hypertrophy. He started a strength routine a few months ago and he has made massive gains. His muscle density and his overall size hasn't changed much.

The classic example is the newb that has just started lifting. In a month's time, he will make a 20 to 30lb jump in his squat and there will be no outward change in appearance.

The other day at the gym some kid, probably about 180-200 lbs ask for a spot on the bench. He had 315lbs on it and I thought he was going for a single, he blew out 5 reps. Looking at him you could tell he worked out, had a "fit" look to him, But you would NEVER think he could do 315 for 5
