Unfortunately, the only thing that's going to get your lower chest a "cut" appearance is dieting alone. Working out your lower chest with dips, declines, ect is good for getting size, but it won't burn fat in that specific area. To minimize the flabby look, just do the exercises Dr.X said and get that part of your chest muscle bigger. But cutting bodyweight is the only real answer. :(
