First of all, u need to start hitting the weights heavier. Second of all, spot reduction is an overly debated subject, in which most pros agree that its somewhat hard. If u loose fat through cardio and dieting, then u will eventually get rid of the upper chest fat. U can use something along the line of lipoderm ultra to help u a little bit.

There is no spot reduction, no matter how nice it sounds. Cardio, diet, and most importantly lifting heavy weights on a regular basis.
