Default Do I eat too much If my abdom start bumping up?

I started training at 50 and have gained 15 pounds muscle in 2.5 years. I have a thin bone frame and had been physically weak before 50. My situation may be unique since most people here are younger.
I am 5'10",165 Lb now, train ~1 hours a day, 3 days for different body parts and 4th day rest. I eat ~2000C a day, may be too small, but my abdom already has 2" fat, my understanding is that is an indication that I have eaten enough. Now my progress is slow dow. Should I eat more? Thank you for advise!
