I know....they were discussing it on Democracy Now! (its an independent podcast I subscribe to) where they compared how people are so stunned by these sort of events - like how when 9/11 happened nobody knew what to do and they said that the hostage situation was similar: nobody knew (for a brief period) what was really happening.
I guess when terror strikes people are so shocked they freeze up.
