Can I increase my body weight while reducing my body fat %

Yes you can . I just takes more time.

in my case, i started at this new gym in the beginning of June, they ran all my stats on weight, bf%, ect

by the 1st week of september i lost 8lbs of fat and gained 9lbs of muscle... went from 23.5% to 20% (yea, i kno.. it still bad, but im also working in a hospital and still a full time 18credit student)

it's a much slower process. if you REALLY dial in your diet, you can add lean mass and lose body fat simultaneously. it takes a while though.
