Well, I usally just do up-right-rows, dead lifts for my neck. But when wanting to lose weight bud, drop the carbs. Go on a diet, and basicly run in the am, lift in the pm, this is what I do, since I came to this site, I lost nearly 20 pounds to 30 pounds, and gained some muscle.
Just work hard, make sure you have 20 carbs a day, 150 or so carbs a week, for the first two weeks, then up it by 10 carbs. Next, by the 5th week you can do up to 40-45ish amount of carbs. Just watch what you eat, drink alot of water, and get enough of sleep.
