i think it really depends on how you do your power cleans. if you start them from the floor and/or drop your ass down and essentially front squat them up after you "catch" the clean i would consider them more of a lower body exercise. if you start the clean from your knees or just below (a hang clean) i would consider them more of an upper body exercise
